Hermes contribution

Opt-in Browser Harness tab isolation

This open draft proposes a Browser Harness tab-ownership ledger, mission isolation and bounded cleanup of completed tabs on Linux. The feature is explicitly opt-in; defaults remain unchanged. Closing uses a separate explicit operation, and uncertain operations remain blocked pending investigation. Release inclusion is not verified.

This Hermes contribution comes from the source PR. See the source PR for status and discussion; release inclusion is checked separately.

How counters work

Counts are concrete object views and GitHub outbound events, not people or installations. Interests stay in the browser; the new store holds only counters, with IPs used briefly in memory for request limits. No events means no popularity claim.
