Deferred Questions catalog update to 0.3.0

This open PR updates only the catalog entry from 0.2.4 to 0.3.0: the pinned commit, two technical-completion hooks and upgrade/data-retention warnings. It changes no plugin code. Questions and answers are stored unencrypted; clearing the live ledger does not erase backups or history. A lost notice needs another wake or reconnect, with no timed retry. Before upgrading, stop older processes and back up the ledger with recovery metadata and lock files. Internal APIs remain a compatibility risk; the full test run reported by the author was not green. The PR is not merged.
