VK Platform catalog update to 0.2.8

This open PR updates only the VK Platform catalog entry from 0.2.3 to 0.2.8: the pinned commit, README link and disclosures. It changes no adapter code. Hermes ≥0.21.3, capabilities and required environment variables remain unchanged. The adapter runs inside the gateway process without plugin-host isolation and uses internal session and approval APIs that may change. The PR is not merged; updating the entry does not install the plugin or restart the gateway.
