Secure ENV catalog update to 0.8.4

This merged PR changes only the SHA, version and documentation URL of the Secure ENV catalog entry to 0.8.4. Merge and merge-commit ancestry in v0.23.0 are verified. The pinned version accepts the exact Russian label «Секретный код» and supports the exact public SDK BoundOperation class in a directory-isolated plugin. Linux scope, the Hermes ≥0.22.2 floor, community tier and existing warnings remain. This does not automatically update installations or move plugin code into core. The plugin runs in-process with trusted consumers, not in a sandbox; private-API compatibility, bearer-link and site input-handler risks remain. Filling does not confirm sign-in or payment; separate payment-fill consent is still required.
